Phillips was a prominent Philadelphia lawyer and the first Jewish person elected to Congress from Philadelphia; he was also a member of the Sephardic Congregation Mickve Israel.

Written from Washington, D.C., the letter discusses the return of letters from the Rothschilds and a requested statement from Rumsey.
